Dr. Robert Fletcher joined the Library of the Surgeon General's office in 1876 where he assisted Dr. John Shaw Billings in compiling the Library's Index-Catalogue, the first volume of which appeared in 1880. From 1879-1899 he served as co-editor and later (1903-1911) as editor-in-chief of the Index Medicus.
